PASPARK TERMS OF SERVICE
1. Provider identification
This service is provided by LMnova OÜ, a limited liability company incorporated in Estonia (OÜ), with registration code 16740360, registered address at ST. nojffjasuv 89, and contact email support@paspark.com (hereinafter, “PasPark”, “we”, or the “Platform”).

2. What PasPark is
PasPark is a technology platform that connects users through notices and temporary information related to public-street parking. A user may publish that they have a reasonable intention to leave a parking area shortly, and another user may use that information to head toward the area.
3. Nature of the public-street service
For parking spaces located on public streets, PasPark does not sell, rent, reserve, block, or guarantee spaces. PasPark also does not create any right of use or legal priority over a public parking space.
The service consists of facilitating access, priority, unlocking, or management of temporary information communicated by users.
4. What the user contracts for and pays for
Any amount, credit, or charge, where applicable, relates to access to or management of the informational notice and not to the public parking space. The user is not paying for the purchase, rental, reservation, or guarantee of a public-street parking space.
PasPark may apply service fees and risk-control measures. If they apply, they will be shown in the app before the operation is confirmed.
5. Use and account requirements
By creating an account or using PasPark, you accept these Terms and confirm that you have read and understood them. You must be at least 18 years old and have legal capacity to enter into contracts. You undertake to provide truthful information and keep it up to date.
You are responsible for the activity carried out from your account and for keeping your credentials secure. You must notify us immediately of any unauthorized use.
6. Obligations of users who publish notices
- Publish real and up-to-date notices.
- Have a reasonable intention to leave the communicated parking area.
- Not hold, block, improperly occupy, or obstruct spaces for other users.
- Not publish false, duplicate, manipulated, or misleading information.
7. Obligations of users looking for parking
- Understand that final space availability is not guaranteed.
- Comply at all times with traffic rules, signage, and municipal ordinances.
- Not carry out dangerous, unlawful, or third-party-risking maneuvers.
- Honestly confirm in the app whether they managed to park or not.
8. Prohibited conduct
- Publishing false or fraudulent notices.
- Manipulating location, times, or usage data.
- Holding or blocking public parking spaces for third parties.
- Harassing, threatening, or acting abusively toward other users.
- Fraudulently using the system to avoid charges or credit consumption that apply under the service rules.
- Creating fake accounts or impersonating another person.
- Attempting to sell, transfer, or commercialize rights over public-street spaces.
9. Cancellation, abuse, and anti-fraud
PasPark may apply manual review, usage limitations, preventive withholding, suspension, or account blocking where there are reasonable indications of abuse, fraud, manipulation, or breach of these terms.
Where appropriate, PasPark may request additional information to verify operations or resolve incidents.
10. Charges, confirmations, and technical limitations
For public-street notices, the purpose of the service is to manage temporary information. As a service rule, and where the applicable technical flow allows it, the final charge or final consumption will be linked to the parking confirmation communicated by the user in the app.
However, certain flows may require anti-fraud validations, manual reviews, or operational adjustments. Without prejudice to manual reviews, anti-fraud measures, technical errors, or discrepancies between reports and records, the platform may review abuse cases or contradictory reports before applying a final decision on the charge or refund.
11. Limitation of liability
PasPark does not guarantee the final availability of a space or the conduct of other users. PasPark also does not guarantee traffic conditions, changes in signage, third-party decisions, or changes in the situation on public streets.
Except to the extent required by law, PasPark is not liable for penalties, damages, or losses arising from the use of information published by third parties or from users’ failure to comply with traffic rules.
12. Intellectual property
PasPark’s trademark, software, design, and content belong to PasPark or its licensors. Unauthorized reproduction is prohibited.
13. Amendments
We may update these Terms. We will notify you in the app or by reasonable means. Continued use after the update implies acceptance.
14. Governing law and jurisdiction
These Terms are governed by the law of Estonia. If you are a consumer, the mandatory courts and rules that apply under applicable law shall apply. Otherwise, the parties submit to the courts of Tallin.
